One Year After Creation of Parliamentary Alliance, CIPÓ Takes Part in Strategic Agenda in Panama

The Parliamentary Alliance for Climate Action and a Just Transition (APACTJ) marks its first year of activity this week. Established in June 2025 in Panama City, the initiative currently brings together more than 25 parliaments, organizations, and institutions from different regions of the world with the goal of strengthening international cooperation and advancing solutions to address the climate crisis.

Plataforma CIPÓ participated in the creation of the Alliance as a founding member, contributing to the establishment of a permanent space for dialogue and cooperation aimed at promoting climate action and a just and sustainable transition.

Representing the organization, CIPÓ’s Head of Institutional Relations, Ambassador Carlos Lazary, is participating on June 4 and 5 in a high-level agenda at the headquarters of the Latin American and Caribbean Parliament (Parlatino) in Panama, dedicated to strengthening regional cooperation around climate challenges.

During the opening session, Parlatino President Rolando González publicly highlighted CIPÓ’s role in the creation and development of APACTJ. González also emphasized that the organization will assume the Alliance’s Executive Secretariat, a recognition reiterated throughout the program.

Among the activities held, Carlos Lazary took part in a seminar on Solar Radiation Modification (SRM) and its potential impacts on Latin America and the Caribbean, co-organized by the Emmett Institute at the University of California, Los Angeles (UCLA) and the Degrees Initiative. The event brought together international experts, including Inés Camilloni, Vice-Chair of the Intergovernmental Panel on Climate Change (IPCC) and researcher at the University of Buenos Aires, who is internationally recognized for her work on the subject.

CIPÓ’s representative also participated in the meeting of the Environment Commission, which featured the presentation of the draft Parliamentary Charter on Climate Action and a Just Transition.

The program continues this Friday (June 5) with a seminar on Just Energy Transition, featuring experts from the Latin American Energy Organization (OLADE) and the Development Bank of Latin America and the Caribbean (CAF). Following the seminar, Carlos Lazary will participate in a meeting with APACTJ members to discuss the Alliance’s next steps and strengthen its work across the region.

Launched in 2025 at Parlatino headquarters, APACTJ emerged from discussions initiated during the Global South Policy Dialogue (GSPD), held in Rio de Janeiro in 2024. Since then, the Alliance has consolidated its role as a parliamentary cooperation platform dedicated to promoting climate action, climate justice, and just transitions across countries of the Global South.
