Workshop brings together ambassadors and representatives from seven countries, regional authorities, and international organizations at a key moment to turn climate commitments into action.
At a decisive moment for the global climate agenda, Brasília is hosting this Thursday (09/04) the second edition of the workshop “International Cooperation for the Amazon: Advancing the Implementation of the Belém Declaration,” organized by Plataforma CIPÓ in partnership with the Association of Amazonian Universities (UNAMAZ). The meeting brings together ambassadors from Amazonian countries, senior government officials, representatives of international organizations, financial institutions, the scientific community, and Indigenous leaders to discuss pathways for implementing commitments made in recent years.
Among the participants are Vanessa Grazziotin, Executive Director of the Amazon Cooperation Treaty Organization (ACTO), and Ambassador Liliam Chagas, head of the Brazilian negotiating delegation to the UNFCCC/COP30. Also attending are scientist Carlos Nobre, co-chair of the Scientific Panel for the Amazon, and representatives from major international financial institutions, including the Inter-American Development Bank (IDB), the World Bank, and the Development Bank of Latin America (CAF).
The event also includes representatives of the COP30 Presidency, with civil society special envoys Joaquim Belo and André Guimarães, as well as Professor Marcela Vecchione of the Federal University of Pará (UFPA).
Ambassadors and representatives from Bolivia, Colombia, Ecuador, Guyana, Peru, Suriname, and Venezuela are in attendance, alongside officials from Brazilian government bodies, including the Office of the Chief of Staff of the Presidency, the Secretariat of Institutional Relations, the Ministry of Foreign Affairs, the Ministry of the Environment and Climate Change (MMA), the Ministry of Indigenous Peoples (MPI), and the Ministry of Cities.
Multilateral institutions and specialists from ACTO’s Amazon Regional Observatory (ORA), as well as other technical and scientific initiatives, are also participating.
Held in a closed-door format under Chatham House confidentiality rules, the workshop seeks to provide a space for qualified dialogue among the different actors engaged in the regional agenda.
The initiative takes place following COP30, held in Belém, and amid ongoing efforts to implement the Belém Declaration (2023)—the outcome of the Amazon Summit and the Amazon Dialogues—and the Bogotá Declaration (2025), both of which reinforce cooperation among Amazonian countries.
The programme includes a session reviewing COP30 outcomes and Pan-Amazonian cooperation, as well as discussions on science-based public policies, sustainable development, and strengthening the rule of law in the region. By bringing together key stakeholders and international partners, the initiative aims to help transform political commitments into concrete action.
Panel Tracks Implementation of the Belém Declaration
As part of its efforts to strengthen regional cooperation, Plataforma CIPÓ has developed the Belém Declaration Implementation Monitoring Panel, a tool that systematically and accessibly tracks progress in implementing the agreement signed in August 2023 by the eight member states of the Amazon Cooperation Treaty Organization (ACTO).
The initiative is also linked to the analytical report developed by Plataforma CIPÓ, which consolidates evidence, challenges, and opportunities for implementing regional commitments.
The platform brings together organized information on the commitments undertaken by participating countries.
