The report “Global Policy Dialogue 2026: From Commitments to Implementation: The Legacy of COP30 and Pathways to Strengthening Global Climate Governance” is now available for download. The publication systematizes the main discussions, conclusions and strategic recommendations emerging from the Global Policy Dialogue 2026, held on 25–26 May in Salvador, Bahia, Brazil. The document synthesizes discussions on the challenges and opportunities for translating the commitments made at the 30th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP30) into concrete action and for strengthening global climate governance.
Organized by Plataforma CIPÓ, in partnership with the Government of the State of Bahia and the Northeast Interstate Consortium for Sustainable Development, the event was supported by the Institute for Climate and Society (iCS), the Climate Emergency Collaboration Group (CECG), the Global Challenges Foundation (GCF), the Embassy of France in Brazil, the Heinrich Böll Foundation, and the Global Governance Innovation Network (GGIN). The meeting brought together representatives from 20 countries, including representatives of national governments, the COP30, COP31 and COP32 Presidencies, subnational governments, international organizations, civil society, academia and think tanks.
The report is based on the understanding that COP30 marked a paradigm shift in international climate governance, moving the focus from negotiating new commitments to accelerating the implementation of existing agreements. The publication examines the conference’s main institutional legacies, including the Global Implementation Accelerator (GIA), a mechanism to accelerate climate action implementation; the Belém Mission to 1.5, a cooperation platform aimed at keeping the 1.5°C goal within reach; the reform of the Global Climate Action Agenda, which coordinates and connects climate implementation initiatives; the Just Transition Mechanism (JTM), the UNFCCC mechanism to promote a just transition; and the COP30 roadmaps for transitioning away from fossil fuels and for halting and reversing deforestation by 2030.
The document examines how these mechanisms can contribute to accelerating implementation, strengthening institutional continuity across future COP Presidencies, and promoting a more integrated climate governance framework. The publication also highlights the need to overcome fragmentation across the climate, trade, finance and development regimes by reinforcing coordination among institutions, sectors and levels of government.
The recommendations are organized around key themes of the international climate agenda, including the institutional legacy of COP30, climate governance reform, the implementation of the COP30 roadmaps, the renewal of the Global Climate Action Agenda, the Just Transition Mechanism, the Global Goal on Adaptation (GGA), and the integration of climate, trade and finance. Among the main recommendations are strengthening the continuity of the mechanisms launched in Belém, establishing more robust transparency and accountability frameworks, advancing multilevel governance, expanding the participation of Indigenous Peoples, Afro-descendant communities, subnational governments and Global South actors, and integrating climate strategies into national development and economic planning processes.
The publication also emphasizes that implementing the climate agenda depends on stronger coordination among public policies, finance, economic planning and territorial development. In this regard, it argues that climate action should be understood as part of a broader sustainable development strategy capable of generating systemic change, strengthening international cooperation, and translating political commitments into concrete results for the implementation of the global climate agenda.
