Global Policy Dialogue 2025 Report Now Available for Download

The report of the “Global Policy Dialogue 2025: Promoting Climate Finance and Just Transitions in the Lead-Up to COP30” is now available for download in English. The meeting took place on 17–18 July 2025 at the Anchieta Palace, seat of the Government of Espírito Santo, in Vitória. It brought together more than 100 high-level participants — including representatives from governments, parliaments, academia, multilateral organizations, civil society, and the private sector — with the aim of discussing concrete solutions to advance towards COP30, to be held in November in Belém.

Organizado pela Plataforma CIPÓ e pelo Governo do Estado do Espírito Santo, o evento contou com o apoio da Embaixada da França no Brasil, do Instituto Clima e Sociedade (iCS), da Global Challenges Foundation, da Fundação Heinrich Böll e da Global Governance Innovation Network (GGIN), além de ter sido reconhecido pela UNFCCC como parte das comemorações dos dez anos do Acordo de Paris e endossado oficialmente pelo T20 África do Sul 2025.

The document presents strategic recommendations across four main areas: just transitions, the role of subnational governments, climate finance, and the reform of international climate governance. Key highlights include the need to broaden the concept of just transition to encompass human rights, social protection, biodiversity, forests, food systems, and resilient cities; ensure direct access of states and municipalities to resources and capacity-building; mobilize at least USD 1.3 trillion by COP30, as outlined in the Baku to Belém Roadmap; and transform COPs into milestones within continuous cycles of implementation, learning, and accountability.

The publication also emphasizes the centrality of human rights, the value of traditional knowledge, and the urgency of innovative and transparent financial mechanisms. By underscoring that justice, inclusion, and effective governance are indispensable conditions, the report provides a roadmap for the international community to turn commitments into concrete results, ensuring legitimate and sustainable transitions.
