Plataforma CIPÓ is one of the signatories of an open letter sent by civil society organizations from Latin America and the Caribbean to the Brazilian government, specifically to the COP30 Presidency. The document welcomes Brazil as the host country of the next UN Climate Conference, which will take place in Belém in November, and proposes concrete measures to ensure the event becomes a milestone of ambition, justice, and effectiveness in tackling the climate crisis.
The letter presents recommendations for the development of the Baku-Belém Road Map — a political and technical plan that will outline the commitments between COP29 (in Baku, Azerbaijan) and COP30. Its core objective is to mobilize at least USD 1.3 trillion per year by 2035 in climate finance to support developing countries in implementing their mitigation, adaptation, and just transition goals.
Key proposals in the letter include:
Making adaptation finance a global priority, through grants and debt-free mechanisms;
Promoting a just transition, including the phase-out of fossil fuel subsidies and the exclusion of gas and monocultures from climate finance;
Ensuring convergence between the climate and biodiversity agendas, aligning COP30 with the Kunming-Montreal Global Biodiversity Framework;
Guaranteeing full participation of civil society, especially women, Indigenous peoples, local communities, youth, and Afro-descendant populations;
Enabling direct access to climate funds for Indigenous peoples, with affirmative actions and dedicated funding lines;
Reforming the international financial system, with a focus on tax justice and the role of public finance in driving socio-environmental transformation.
The document also highlights Brazil’s upcoming role, starting in June 2025, as the chair of the Regional Platform for Tax Cooperation in Latin America and the Caribbean (PTLAC), emphasizing the need to align tax systems with environmental and climate goals.
The letter was coordinated by the Red Latinoamericana y del Caribe por un Sistema Financiero Sostenible (REDFiS) and remains open for endorsement by other organizations interested in contributing to advocacy efforts in the lead-up to COP30.
