On the Road to COP30, CIPÓ Promotes Brazil–U.S. Parliamentary Dialogue on Environmental Governance

A Plataforma CIPÓ, o Instituto Sustainable Energy Environment Coalition (SEEC), dos Estados Unidos, e o Clima de Política promoveram, no dia 9 de outubro, um diálogo virtual entre parlamentares brasileiros e estadunidenses para discutir governança ambiental e transparência em financiamentos climáticos, em preparação para a 30ª Conferência das Nações Unidas sobre Mudanças Climáticas (COP30), que este ano será realizada em Belém (PA), em novembro de 2025.

The meeting was part of the pre-COP30 parliamentary engagement week and brought together members of Brazil’s Chamber of Deputies and the United States House of Representatives. Attendees included Congressman Túlio Gadêlha (REDE) and Arnaldo Chinaglia (PT-SP). The initiative aimed to promote the exchange of experiences on environmental oversight, cross-border cooperation, and accountability mechanisms in public and private investments geared toward sustainable development. The event received coverage from some of the country’s leading news outlets, including Veja and O Globo.

The dialogue took place amid a global context of increasing challenges to climate action and democratic integrity. In the United States, Congress is preparing to debate the renewal of the Development Finance Corporation’s mandate in 2025 and the future of the Export-Import Bank in 2026—decisions with direct implications for international financing for sustainable development. In Brazil, the country has regained prominence in global climate diplomacy while facing internal disputes concerning socio-environmental agendas and accountability mechanisms aligned with the Paris Agreement.

For the organizing institutions, the event underscored the importance of parliamentary diplomacy in addressing the climate crisis. With executive branches often constrained by political and economic pressures, legislatures play a strategic role in ensuring transparency, continuity, and the strengthening of environmental policies. By fostering closer cooperation between lawmakers from different countries, the dialogue highlighted the need for democratic coordination and joint action to translate international commitments into effective public policies.
