Plataforma CIPÓ has just released the policy brief “Parliamentary Diplomacy for Climate Action and Sustainable Development: Challenges and Opportunities,” with the support of the Instituto Clima e Sociedade (iCS) and the Heinrich Böll Foundation.Authored by João Cumarú, Vinícius Lopes, Ingrid Figueiredo, Beatriz Mattos, and Maiara Folly, the document explores how parliamentary diplomacy can be a crucial mechanism to tackle the climate crisis and promote sustainable development.
Focusing on the opportunities and challenges faced by Brazil, the text analyzes the role of the Legislative Branch in implementing international commitments related to climate and sustainable development. It discusses the importance of expanding parliamentary engagement in international forums, such as the G20, the United Nations Framework Convention on Climate Change (UNFCCC) COPs, and BRICS, as well as regional institutions like MERCOSUR and the Amazon Parliament.
The policy brief proposes several recommendations, including developing a national parliamentary diplomacy strategy and training parliamentarians on foreign policy issues. Additionally, it emphasizes the need to institutionalize channels for engagement in multilateral forums, aiming to empower Brazilian legislators in these arenas.
