CIPÓ and Parlamaz Sign Cooperation Agreement to Strengthen Climate Agenda and Amazon Governance

Plataforma CIPÓ and the Amazonian Parliament (Parlamaz) signed a Memorandum of Understanding (MoU) on Tuesday evening (12) in Brasília, aimed at strengthening regional cooperation on issues such as climate action, sustainable development, environmental governance, and Amazon integration.

The signing took place during an agenda held in the federal capital in the context of the Bioceanic Summit, an event that brought together authorities, diplomatic representatives, and institutions connected to regional development and South American integration.

Representing Plataforma CIPÓ, Ambassador Carlos Alfredo Lazary Teixeira, the organization’s Head of Institutional Relations, attended the ceremony alongside Parlamaz President Senator Nelsinho Trad. Also present were Vanessa Grazziotin, Executive Director of the Amazon Cooperation Treaty Organization (ACTO), and Ambassador João Marcelo Galvão de Queiroz, Director for South America at Brazil’s Ministry of Foreign Affairs.

The memorandum establishes a framework for institutional cooperation between the two entities for the development of joint initiatives in the areas of environmental protection, institutional strengthening, innovation, climate diplomacy, and sustainable development. The document also provides for the possible creation of working groups and coordination mechanisms for future joint actions.

The partnership reinforces Plataforma CIPÓ’s role in building bridges between technical knowledge, public policy formulation, and regional Amazon cooperation. The agreement also aligns with the commitments undertaken by Amazonian countries in the Belém Declaration, signed in 2023 during the Amazon Summit.

Created in 1989, Parlamaz brings together parliamentarians from the eight countries that share the Amazon rainforest — Brazil, Bolivia, Colombia, Ecuador, Guyana, Peru, Suriname, and Venezuela — and seeks to strengthen political and institutional cooperation mechanisms aimed at preserving the Amazon and promoting sustainable development in the region.

According to the memorandum, future initiatives between the parties may include projects, studies, technical dialogues, and specific instruments focused on monitoring climate commitments, strengthening regional governance, and promoting joint solutions to environmental and social challenges shared by Amazonian countries.

The document is non-binding and does not establish financial obligations between the parties, serving instead as an institutional framework for future technical and strategic collaborations.
