In an interview with the French agency AEF Info during COP30 in Belém, Beatriz Mattos, research coordinator at Plataforma CIPÓ, emphasized that “significant progress has been made” in the negotiations on just transition. Mattos explained that the topic — historically marked by divergences between developed and developing countries — has gained new momentum with the unprecedented proposal of an action plan put forward by developed countries.
Although sensitive issues remain under debate, such as the inclusion of a gender perspective and the definition of the operational scope of the just transition, the researcher assesses that the current scenario is more conducive to a consensus than in previous years. According to her, the text released by the presidency on November 18 brings together views previously considered incompatible, paving the way for a possible agreement by the end of the negotiations.
