The launch comes ahead of the Global Policy Dialogue \u2013 From Commitment to Implementation: COP30\u2019s Legacy and Pathways to Strengthening Global Climate Governance, to be held in Salvador, Bahia, on May 25\u201326, 2026, and anticipates key discussions that will shape the event, including climate finance, global governance, implementation, and the reform of climate multilateralism.<\/p>\n\n
The policy brief starts from the premise that global climate governance faces a persistent challenge: the gap between multilateral commitments adopted by countries and their concrete implementation through public policies, finance, and real-world outcomes. Against this backdrop, the study examines how Brazil\u2019s COP30 Presidency sought to reposition the conference as a \u201cCOP of implementation,\u201d while preserving the legitimacy of the consensus-based multilateral process. <\/p>\n\n
The publication argues that COP30 introduced a model of \u201ctwo-tier climate multilateralism.\u201d On the one hand, the formal UNFCCC negotiation track remains responsible for ensuring legitimacy, universality, and normative guidance. On the other, a more implementation-oriented track gains prominence, relying on the mobilization of governments, financial institutions, civil society, the private sector, experts, and subnational actors capable of accelerating the delivery of climate goals. <\/p>\n\n
Among the key issues analyzed are the institutional innovations promoted under the Brazilian COP30 Presidency, including the creation of Mobilization Circles, the strengthening of the Action Agenda, the articulation of the Global Ethical Stocktake, and the engagement of finance ministers and economic authorities to scale up climate finance. The study also discusses initiatives such as the Global Implementation Accelerator, the roadmap for transitioning away from fossil fuels, and efforts to halt and reverse deforestation by 2030. <\/p>\n\n
Beyond assessing the advances and limitations of COP30, the policy brief presents recommendations to strengthen a more implementation-oriented climate governance architecture, including improving UNFCCC participatory mechanisms, enhancing transparency and continuity across COP presidencies, and reinforcing coordination between formal negotiation processes and voluntary climate action mechanisms.
