The discussion featured Beatriz Pagy, Executive Director of Clima e Pol\u00edtica; Senator Leila Barros; Maiara Folly, Executive Director of CIP\u00d3; and Gabriela Oliveira, from the Parliamentary Observatory on Climate Change (OPCC). The debate was moderated by Senator Leila Barros.   <\/p>\n\n<p>In her remarks, Folly addressed two key topics on the COP30 negotiation agenda, which will take place in November in Bel\u00e9m, Par\u00e1: climate finance and just transition. \u201cWe need to think creatively about how to make use of the resources that already exist for climate action. I believe parliaments can play an important role in this agenda,\u201d she emphasized, citing public procurement and parliamentary amendments as examples. <\/p>\n\n<p>According to CIP\u00d3\u2019s Executive Director, the just transition will be one of the central themes in the climate negotiations \u2014 a relatively recent discussion that has gained momentum since COP27 in Egypt. She noted that the challenge is to ensure that the transition to a low-carbon economy happens equitably, promoting social justice and mitigating the impacts on workers and communities. <\/p>\n\n<p>Folly also outlined the expectations for COP30, which include advancing the development of a conceptual framework and, ideally, an institutional mechanism capable of financing and supporting developing countries in this process. \u201cAlthough the current scenario makes it difficult to create new funds, it is essential to plan this transition collaboratively, with attention to those most affected,\u201d she stated. <\/p>\n\n<p>In her view, parliaments have a decisive role to play in this context \u2014 not only in overseeing the executive branch but also as active agents in planning and structuring this transition.<\/p>\n\n<div class=\"wp-block-buttons is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-16018d1d wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"https:\/\/www.youtube.com\/live\/CJl8BRa4xbo?si=MZz7OFgPzwrba0pS\">Read more<\/a><\/div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>On Tuesday, October 14, Plataforma CIP\u00d3 took part in the panel \u201cOpportunities for Parliamentary Engagement,\u201d held by the Senate\u2019s Environment Committee in Bras\u00edlia.
